The N.C. Environmental Justice Hub website is in support of Executive Order 292, issued by Governor Roy Cooper in October 2023, to build a healthier environment for all North Carolinians.

The hub hosts environmental justice information and activities, including a mapping tool and relevant grant information across Governor Cooper’s administration. 

Developed as an easily accessible and usable tool for the public, local and tribal governments as well as the public and private organizations, the mapping tool integrates data from the N.C. Department of Health and Human Services, N.C. Department of Environmental Quality and N.C. Department of Transportation as well as other state and federal agencies. 

It displays data related to climate stressors (flooding and sea level rise risk), demographics, and the environment (i.e., air quality permit sites, permitted facilities locations.) Geographic (AIANA), health data, DOT (TDI) and sensitive receptors (prisons, state-owned lands, broadband, schools, nursing homes and affordable housing communities).

Additionally, demographic data, permitted facility locations and relevant health data on the smallest geographic scale publicly available is also provided within the tool.

Using the Mapping Tool

More information about each data layer can be found by selecting the “Help me understand these layers” button in the bottom right corner of the mapping tool

Additional information can be found by selecting the horizontal ellipsis button next to a layer and selecting the “Details” option. This will open a new tab, which will provide more detailed information about the layer. As agencies provide data updates to the included data layers, the updates will be available within the mapping tool.

For some data layers, additional data may be available at the census tract level once you zoom into the map.

How to Use the N.C. Environmental Justice Mapping Tool
